Open the Meeting: The meeting was called to order at 11:32am.
Accept the Minutes: A motion was made by Craig and seconded by Allan to accept the December 17, 2009 minutes as written. The motion passed unanimously.
OLD BUSINESS:
Chapter 59 Section 61A request: The Board of Assessors are still reviewing the documentation and will discuss it at the next meeting.
NEW BUSINESS:
Lien Releases: A motion was made by Allan and seconded by Craig to sign two lien releases for the property at 37 Thayer Rd.
Partial Lien Releases: A motion was made by Russell and seconded by Allan to sign two partial lien releases for the property at 66 Butler Rd. but not to submit them to the Hampden County Registry of Deeds until the Board of Selectmen act on the Right of First Refusal.
Certificate of Penalty Tax(Rollback Tax): The Board reviewed and signed the Certificate of Penalty Tax in the amount of $768.90 for the property at 66 Butler Rd and another in the amount of $190.37 for the property at 89 Carpenter Rd.
Apportionment of Taxes: The Board reviewed and signed an apportionment of taxes for property at 66 Butler Rd.
Abatements: The Board reviewed and voted on 12 Real Estate abatement applications, 10 of which were clerical. All 12 applications were approved.
Warrants: The Board voted to approve and sign the following Warrants:
- 2010 Real Estate commitment in the amount of $5,194,310.57
- 2010 CPA Surcharge commitment in the amount of $85,222.30
Exemption Report: The Board reviewed and signed the CPA exemption report for the properties that were approved at the December 17, 2009 meeting.
Exemptions: The Board voted and approved the following exemptions:
- 2 Veteran exemptions clause 22
3% Discount: The Board reviewed and voted to approve a 3% discount on the a property located at 10 Stewart Ave and another property located on Upper Hampden Rd.
Statutory Exemption: The Board took a Statutory Exemption under advisement.
Uncollectible Excise Tax: The Board reviewed a notification report from the Tax Collector requesting that Motor Vehicle Excise Taxes that are uncollectible be abated. The Board instructed the Principal Assessor to request from the Tax Collector a report with a breakdown of the reasons for the abatements for each account. The Board will review this at the next meeting.
Revaluation FY2011: The Board reviewed and signed the contract from Bishop & Associates for the upcoming triennial revaluation. The Board has requested that Mr. Bishop attend an upcoming meeting in order to review items pertaining to the FY2011 revaluation.
The board was updated on all miscellaneous items
NEXT MEETING: The next meeting has been rescheduled from Thursday, January 21, 2010 @ 11:00 a.m. to Thursday, January 28, 2010 at 11:30am.
ADJOURN: At 12:25pm, a motion was made by Allan and seconded by Craig to adjourn. The motion passed unanimously.
